Does anyone know firsthand about how a Philippine citizen can most easily obtain a Philippine pport?

Legally how similar or different is the process in the Philippines to the pport application process in the USA for USA pports available to USA citizens? Is there a book that deals with this subject specifically? Respectful, serious answers ONLY, please.
