Are the stewards now overcompensating because of what happened at the Belgium GP?

It seems as if at the Japanese GP, the stewards gave penalties to any and every driver they could. I believe that Bourdais' 25 sec penalty was undeserved. It seems as if they are going to nail any racing incident with a penalty just to keep the "conspiracy" whispers to a minimum. Your thoughts.
