Parents are responsible for ual education, but that is not working.....?

for everyone obviously. So what is the next step? The consensus is that parents are responsible, not schools or the government. I wholeheartedly agree with that, but how do we reach those kids that get no ual education from their parents if not through the schools. It falls to them being socially shunned or hated because of bad decisions THEY made based on the incorrect or absent education they received from parents, the internet or shoddy school curriculum. This is a HUGE problem, but what can we do to help solve it? Any ideas?
