I am currently paying over 50% of my moms house hold income, I am hearing I can get BAH from this for that...?

that house, what exactly do I need to do to get this done and who do I need to see, would it be better to get bill put in my name as proof? I just need to know who do I talk to bout this, what do I need, and how long does it take. I am currently getting stationed in Alaska but is home by fort bragg for leave, could I go to ft bragg to get this fixed?
